Beyond a ‘Non-Red’ Supply Chain, Taiwan Should Export a Drone Ecosystem

Taiwan’s government has made drone development and exports a national priority, with a particular emphasis on Taiwan’s role in the “non-red” supply chain: drones and components free of Chinese units. Taiwan’s Executive Yuan has framed this goal as part of Taiwan’s effort to become an Asia-Pacific hub for “democratic drone supply chains.” The policy reflects lessons from the Russia-Ukraine war, Taiwan’s own need to strengthen deterrence against China, and growing demand among countries and firms globally worried about the security risks of Chinese-made systems. The logic behind this move is obvious: Chinese firms, especially DJI, still dominate the global commercial drone market, even as the U.S. Department of Defense has stated that DJI systems pose potential national security threats. Such security concerns have created opportunities for alternative suppliers. Taiwan’s “non-red” drones are often more expensive than Chinese competitors, but the market is beginning to emerge. Taiwan’s drone exports have surged in Poland and Czechia, with possible links to wartime usage in Ukraine. Recent trade data also showed a record sale of Taiwanese drones to Saudi Arabia. Taiwan has advantages in the global drone market. Its semiconductor, ICT, battery, and precision manufacturing sectors give it a strong foundation for drone production. Its small and medium enterprises can move and adapt quickly. Industry leaders and politicians increasingly speak of the sector as a possible “drone shield,” a next-generation complement to Taiwan’s “silicon shield.” However, if drones are to become a real shield that connects Taiwan more deeply with the world, Taiwan cannot merely export hardware or components; it needs to export an entire drone ecosystem. First, in the military domain, the drone itself is only one part of overall combat effectiveness. A serious drone capability also requires operator training, simulation systems, testing fields, certification standards, logistic pipelines, secure communications protocols, software update channels, and compatibility with partners’ weapon systems. These aspects determine whether drones can be used flexibly under real battlefield pressure. Taiwan’s military has already begun moving in this direction. The army has formed drone battalions in several combat zones, and its drone training center has been upgraded into an Unmanned Systems Training Command responsible for education, testing, evaluation, and standards. But the key point here is whether Taiwan can build and export a complete doctrine, training, testing, and sustainment system that is insulated from Chinese interference. Second, drone design and algorithms are deeply shaped by operating environments. Taiwan’s geography offers unusually rich testing conditions. The Taiwan Strait brings strong winds and humidity. Taiwan’s cities combine intertwined residential and commercial spaces with communication dead zones. The island also has high-salt sea air, afternoon thunderstorms, and steep mountains. Taiwan could use its own geography as a living laboratory for drone testing, training, and adaptation. Third, Taiwan must make “non-red” more than a slogan. Some reporting has worried that not all Taiwan-made drones are free of Chinese components. If Taiwan wants to compete on trust rather than price, it needs credible tracing, testing, documentation standards, and certification mechanisms that foreign buyers can understand and examine. Fourth, Taiwan should more actively develop and export the legal and regulatory side of drone use. Taiwan is not at war yet, and both the military and civilians are already using drones more frequently. As a democracy, Taiwan has an opportunity to show how drone governance can balance civil empowerment, public safety, and national defense. In Taiwan, the Civil Aviation Administration has rules covering drone registration, operator certification, activity applications, insurance, and flight restrictions. These regulations should be examined and updated regularly with the advance of drone technology and practice. Meanwhile, they can also become part of Taiwan’s exportable knowledge: how a democracy integrates civilian drone use, emergency response, commercial innovation, and security concerns without treating every drone operator as a suspect. The early signs of such an ecosystem are already there. Civil defense groups such as Kuma Academy have started drone-related training. Disaster-response organizations and local fire departments are using drones for rescue and emergency operations. Drone soccer is also spreading into schools and youth programs. These efforts are still small, but they show that drones are becoming part of Taiwan’s society and the foundation of the ecosystem. These aspects are where Taiwan can build a long-term advantage in the drone ecosystem. It will be difficult to beat Chinese competitors purely on cost, but Taiwan can compete on trust, adaptability, training, certification, and democratic governance. Three steps would make this strategy more concrete. First, Taiwan could consider building overseas maintenance, training, and testing hubs. Second, Taiwan could develop a transparent non-red certification system. Third, Taiwan should integrate civil defense, disaster response, education, and commercial users into its drone policy rather than treating them as separate from national security. These efforts would strengthen Taiwan’s economic security, defense cooperation, and international relevance, making the “drone shield” become more than a slogan.
